New Dimensions Car Plate Recognition System is developed by New Dimension Systems Co., Ltd. for intelligent traffic control systems. Our system utilizes technologies in computer vision, image processing and pattern recognition; and is able to automatically recognize alpha-numeric numbers and characters from car license plate images via video detection. The recognition results and the original images can be assisted in automatic traffic control systems. At a speed less than 80km/h, our system has a recognition rate greater than 90% at daylight and greater than 85% at night. Its average recognition time is less 0.2 second. Our system has following features:
    *Real-time car license plate recognition, can achieve good recognition rate even at high driving speed.
    *Automatically creates license database for car license plate images, recognized car plate number, car color, and drive-by time.
    *Very robust against bad input such as severe tilted and polluted car plate.
    *No need to placing sensors under the road and hence avoiding traffic disruption and road destruction by video triggering.
    *Writing in C programming language, the system can be easily migrated to different operating systems and embedded platforms.
    *Be able to recognize both Chinese and U.S. car license plate images.
    Our system can be applied in the areas of traffic monitoring, automatic toll collection, as part of the traffic information automation efforts. Our system has been widely used in China.
